Police: Johnstown woman jailed after toddler found with stamp bag of heroin in her mouth

A Johnstown woman is behind bars after a toddler had a stamp bag of heroin in her mouth, police say.

According to the Adams Township Police, Janet Ruffing is facing drug charges along with endangering the welfare of children.

Police said they received a tip Sept. 17 that a 1-year-old child had been exposed to heroin while staying with Ruffing at her home on Ragers Hill Road.

The girl was allegedly with Ruffing while Ruffing was high on drugs and lost consciousness.

According to a criminal complaint, police interviewed Ruffing who admitted to the incident.
