A traditional council, or loya jirga, made the proposal as it meets to discuss peace in Kabul.
The grand assembly is meeting in Kabul this week to discuss peace and called for an immediate ceasefire between the government and militants.
President Ashraf Ghani agreed to a truce provided it was not “one-sided”.
But the Taliban rejected the call and accused members of being government allies.
In 2018 the Taliban agreed a three-day ceasefire coinciding with Eid at the end of the holy month of Ramadan – their first since the 2001 US-led invasion.
Speaking at the meeting of the loya jirga – a grand tribal council attended by 3,200 religious leaders, politicians and representatives from across the country – Mr Ghani said: “Let us prove that only Western countries cannot solve this conflict. There is also human civilisation here.”

CVS Health is closing 46 of its stores, saying the locations were “underperforming” as the drugstore chain continues to shift more of its retail presence toward health care services.
The move cost CVS about $135 million as a “store rationalization charge” in its first-quarter earnings report.
The cuts represent fewer than 1% of the about 9,600 CVS Pharmacy stores nationwide.
The closures, which happened over the last two months, include a 64,000-square-foot location in Springfield, Missouri, once described as the largest CVS in the world.

MORGANTOWN, W.Va. – West Virginia University officials said a student was arrested and charged after threatening to go on a “shooting spree”.
In a statement, the school said University Police acted on a tip and arrested 21-year-old freshman student Cheickna Kagnassy from Columbia, Maryland at Vandalia Hall Wednesday night. University Police Deputy Chief Phil Scott said someone called officers after hearing Kagnassy speak about carrying out the “shooting spree” and then killing himself.
According to the statement, Scott said no weapons were found where Kagnassy lived.

Ana Rodriguez Gonzalez was arrested along a stretch of the road in Somerset County. She is in the Somerset County jail.
The bust is the largest by the State Police TACET Team.

Based on this catalogue, astronomers from the University of California, Berkeley worked out there could be as many as 40 billion Earth-sized exoplanets in the so-called ‘habitable zone’ around their star, where temperatures are mild enough for liquid water to exist on the surface.

Police were called shortly after 2 a.m. to the area of Mathews Avenue and Bausman Street.

The judges were in Indy for a conference. Detectives say that they were involved in a disturbance at a White Castle but they do not believe it had anything to do with judicial duties.

A trucking company in Ohio that had been a mover of parts for the auto industry has abruptly closed.
Youngstown-based Falcon Transport Co. told its 550 workers over the weekend that it was immediately shutting down all operations.
The announcement comes about two months after General Motors stopped production at its assembly plant near Youngstown. Falcon Transport had close ties with the plant’s operation.Falcon Transport hasn’t given a reason for its decision to close. It had been a family-run business until it was bought by a private equity firm in 2017.
Employees say they received a text on Saturday night telling them to stop the work they were doing for the company.

A 25-minute police chase in Beaver County started in Aliquippa and traveled through several communities before ending in Center Township.
The chase began around 6:20 a.m. Tuesday and ended around 6:45 a.m. when the suspect’s vehicle hit a Center Township police vehicle.
A woman was taken into custody.

May Day protests in Paris have erupted into violence as police met demonstrators with tear gas in the city’s Vavin neighbourhood.
French police said it had made 165 arrests by early afternoon and had conducted more than 9,000 searches.
Heightened security has been put in place across Paris for this year’s demonstrations amid ongoing tension with the gilets jaunes movement, and climate protesting.
It’s feared that hooligans bent on violence in the French capital will join the “gilets jaunes”, as trade unionists, students and others turn out to mark International Workers’ Day.
President Emmanuel Macron’s recent promise of tax cuts and other reforms have been rejected in some quarters.

A woman was arrested Tuesday morning after her SUV crashed into two police vehicles following a chase in Beaver County, authorities said.
Authorities said the woman was followed for about 25 miles as she zigzagged through traffic, nearly hitting a school bus and other cars and traveling upward of 80 mph at times.
“She definitely posed a threat the several times she went through areas. There were people moving on the side of the streets that I could see while we were chasing her,” Aliquippa police Sgt. Steven Roberts said.
The woman arrested was wanted on multiple arrest warrants in the county, police said, and she appeared to be intoxicated. Officials said she refused to take a blood test or Breathalyzer.

After the woman’s SUV hit the police vehicles — one from Center Township and the other from Aliquippa — additional police vehicles helped block her in, officials said.
The woman is facing charges, including two counts of aggravated assault on a police officer.
No injuries were reported.

A 25-year-old Iowa woman was driving home from work when a bullet tore through the driver’s window of her vehicle and killed her, Waterloo police said.
Waterloo police said there is a $6,000 reward for any information leading to the arrest of the person who shot her.“We are also asking anyone who may have seen any suspicious activity in this area or has a trail/surveillance camera in this area to contact the Waterloo Police Department Investigations Division at 319-291-4340, Option 7,” the department said.

The power struggle between embattled Venezuelan President Nicolas Maduro and the opposition met its most bold action on Tuesday when Juan Guaido called for a military uprising to oust the socialist leader.
Emboldened crowds took to the streets of Caracas after the 35-year-old lawmaker and a small contingent of heavily armed soldiers appeared in an early morning video showing him promoting the “final phase” of his putsch to oust Maduro.
“The armed forces have taken the right decision,” Guaido said. “With the support of the Venezuelan people and the backing of our constitution, they are on the right side of history.”
He added: “The moment is now.”

CLEVELAND, Va. — Authorities say five men have been rescued from a cave in southwest Virginia where they became trapped after heavy rains.
Virginia Department of Emergency Management search-and-rescue coordinator Billy Chrimes said Sunday evening that all five men were taken to hospitals after being pulled from the cave Sunday.
Chrimes said they were suffering from hypothermia and exhaustion.

A Geneva Bible dating to 1615 that was stolen from a Pennsylvania library has been found in the Netherlands and returned to the US, authorities announced at a Thursday news conference.
The Bible, which has survived more than four centuries, was one of more than 300 items allegedly stolen from the Carnegie Library of Pittsburgh as part of a 20-year scheme by a former archivist Gregory Priore, 62, and rare books dealer John Schulman, 54, local outlet KDKA reports, both of whom had long worked closely with the library. They have been charged with theft, conspiracy and forgery, among other counts.
Investigators traced the tome to the American Pilgrim Museum in Leiden, which had paid about $1,200 for it. Allegheny County District Attorney Stephen Zappala explained that the director of the Leiden museum realized the Bible it had purchased belonged to the Carnegie Library and reached out to the institution. He’s “an honest man,” Zappala said, according to KDKA.
