After a Year of Protests, Portland Is Ready to Move On. But Where? – The New York Times

PORTLAND, Ore. — Defund the police? City leaders in Portland tried it. A unit in the fire and rescue bureau, one of the first of its kind in a major city, began this year taking some 911 calls about people in crisis, especially those who are homeless.

Instead of police officers with flashing lights and guns, a paramedic and a social worker would drive up offering water, a high-protein snack and, always and especially, conversation, aiming to defuse a situation that could otherwise lead to confrontation and violence. No power to arrest. No coercion.

“Having someone show up and offer you goods rather than run you off is different, and people respond to it — it softens the mood,” said Tremaine Clayton, a burly, tattooed veteran of 20 years at the fire and rescue bureau who helps run the program.

But this spring, just as the project was preparing for a major rollout into more neighborhoods, there was another plot twist: The new policing alternative was itself mostly defunded. The city decided on a go-slow approach, and the promised $4.8 million expansion evaporated.

Violent crime, especially homicide, has spiked in most urban areas during the pandemic, and many police departments are facing new scrutiny about training and bias since the murder of George Floyd in Minneapolis a year ago.

Ransomware: US recovers millions in cryptocurrency paid to Colonial Pipeline hackers – CNNPolitics

Washington (CNN)US investigators have recovered millions in cryptocurrency they say was paid in ransom to hackers whose attack prompted the shutdown of the key East Coast pipeline last month, the Justice Department announced Monday.

The announcement confirms CNN’s earlier reporting about the FBI-led operation, which was carried out with cooperation from Colonial Pipeline, the company that fell victim to the ransomware attack in question.
Specifically, the Justice Department said it seized approximately $2.3 million in Bitcoins paid to individuals in a criminal hacking group known as DarkSide. The FBI said it has been investigating DarkSide, which is said to share its malware tools with other criminal hackers, for over a year.
The ransom recovery, which is the first seizure undertaken by the recently created DOJ digital extortion taskforce, is a rare outcome for a company that has fallen victim to a debilitating cyberattack in the booming criminal business of ransomware.
Colonial Pipeline Co. CEO Joseph Blount told The Wall Street Journal in an interview published last month that the company complied with the $4.4 million ransom demand because officials didn’t know the extent of the intrusion by hackers and how long it would take to restore operations.

A Florida dad threw his infant at a deputy after a high-speed chase, sheriffs say – CNN

(CNN)A Florida man faces aggravated child abuse and other charges after hurling his infant at a deputy near the end of a high-speed chase, the Indian River County Sheriff’s Office said.

The 32-year-old suspect is seen being tackled by law enforcement as a deputy cradles a baby in a sky-blue outfit, according to video released this week by the sheriff’s office.
Deputy Jacob Curby told CNN affiliate WPEC the suspect — who law enforcement identified as John Henry James III — left his car carrying his baby after the pursuit the evening of May 26 and “just turned around, no regard, not a little toss” and “overhand threw this two-month-old at me from about six feet away.”
Curby caught the baby, who was unhurt, the station reported. The sheriff’s office said deputies were “able to relocate the baby to safety.”

Cyberattack on food supply followed years of warnings – POLITICO

Security analysts from the University of Minnesota warned the U.S. Agriculture Department in late May about a growing danger — a cyber crime known as ransomware that could wreak more havoc on Americans’ food sources than Covid-19 did.

A week and a half later, the prediction became reality as a ransomware attack forced the shutdown of meat plants that process more than a fifth of the nation’s beef supply in the latest demonstration of hackers’ ability to interrupt a critical piece of the U.S. economy.

The hack of the global meatpacking giant JBS last weekend is also the starkest example yet of the food system’s vulnerability to digital threats, especially as internet technology and automation gain an increasing role across farmlands and slaughterhouses. But federal oversight of the industry’s cybersecurity practices remains light, despite years of warnings that an attack could bring consequences ranging from higher grocery prices to contaminated food.

Military couple shot and killed outside their Virginia home

Police are searching for a Nissan and its driver after a military couple were shot and killed outside their home in Virginia, authorities said Wednesday.

Edward McDaniel, 55, and Brenda McDaniel, 63, were fatally shot in the 8000 block of Flint Street in Springfield, an area just southwest of Washington, D.C., according to Fairfax County Police. Both were military veterans. The husband was an active-duty colonel in the U.S. Army, NBC Washington reported.

“They were tragically and horribly murdered in their neighborhood,” Fairfax County Police Chief Kevin David said during a news conference on Wednesday.

The motive was unclear, but authorities said they believe the tragedy was related to a burglary at their home on Monday. A preliminary investigation suggests the person who broke into the residence earlier this week is the suspect in the shooting, according to police. Officials have not specified what evidence led them to draw that conclusion.

However, Davis said police also believe the shooter was known to a relative of the military couple.

Officers responded to a 911 call about 9:20 a.m. ET at the residence, according to police. Authorities found the bodies of the two victims in their front yard, both with multiple gunshot wounds.

At least two people were inside the home at the time of the shooting, police said.

‘Enough’: Biden calls for action on guns in wake of San Jose shooting – CNNPolitics

(CNN)President Joe Biden on Wednesday urged Congress to “take immediate action” on gun legislation in the wake of a shooting in San Jose, California, that killed eight people earlier in the day, noting that he was ordering the flag lowered to half-staff just weeks after other mass shootings around the country.

“Enough,” Biden said in a statement. “Once again, I urge Congress to take immediate action and heed the call of the American people, including the vast majority of gun owners, to help end this epidemic of gun violence in America.”
A gunman killed eight people when he opened fire at public transit rail yard. The investigation is ongoing and officials have not released a possible motive. The shooter, an employee of the Valley Transportation Authority (VTA), is also dead.
Biden described the shooting as a “horrific tragedy” and said he and Vice President Kamala Harris, who also called on Congress to act, had been briefed on the situation.
“We are still awaiting many of the details of this latest mass shooting, but there are some things we know for sure. There are at least eight families who will never be whole again. There are children, parents, and spouses who are waiting to hear whether someone they love is ever going to come home. There are union brothers and sisters — good, honest, hardworking people — who are mourning their own,” Biden said.
The President added: “Every life that is taken by a bullet pierces the soul of our nation. We can, and we must, do more.”
Biden’s ordering of the flag to be lowered follows recent mass shootings in and around Atlanta, Indianapolis, Boulder, Colorado, and Rock Hill, South Carolina.

San Jose shooting leaves 8 dead, deceased suspect identified; White House monitoring rail yard incident | Fox News

A shooting at a rail yard in San Jose, California, early Wednesday left eight people dead, not including the suspect, who was also declared deceased after taking his own life, authorities confirmed.

The suspect was identified as Samuel Cassidy, who was an employee at the Valley Transportation Authority (VTA), where the incident took place, according to authorities. No motive is known for the shooting at this time.

Santa Clara County Sheriff’s spokesman Deputy Russell Davis said several explosive devices were found inside a building at the VTA control center. A bomb squad is at the scene and there is no present danger to the community, he said.

An investigation is also underway of an arson fire at what is believed to be the nearby home of the suspect. FBI agents and the San Jose Fire Department were at the second scene. Authorities say the house caught fire before the shooting at the VTA.

In Washington, D.C., principal deputy press secretary Karine Jean-Pierre said the White House will continue to stay in close contact with local officials in San Jose, before using the shooting as an opportunity to call for Congress to strengthen background checks.”

The White House is monitoring the situation, and our hearts go out to the victims and their families,” Jean-Pierre said. “We still don’t have all the details, but what is clear, as the president has said, is that we are suffering from an epidemic of gun violence in this country, both in mass shootings and in the lives that are being taken in daily gun violence that doesn’t make national headlines.”
