Schuylkill County boy found locked in cage

A 22-month-old Schuylkill County boy was found locked in a cage while his caretaker was out of the house.

The boy was found locked inside a homemade cage constructed from plywood and lattice that had a door on it that was locked from the outside, according to state police. A 1-year-old boy was in a playpen and a 1-day-old girl was in a baby seat on the floor.

The man responsible for the three children, 37-year-old Cecil Eugene Kutz, returned to his home and was taken into custody, state police said. He was charged with three counts of endangering the welfare of children and three counts of recklessly endangering another person.
